Agents need a stop condition
An agent that can call tools also needs a written end: success, refusal, or a handoff.
Name the action
"Help the user" is not an action. "Draft a refund note from the order record" is an action. The difference is whether you can test it.
Tools are permissions
Every tool is a permission. Reading an order is different from issuing a refund. We list both, and we default the second to a person.
Stop
The loop ends when the draft exists, the source is missing, or the step budget runs out. A missing stop condition is how a demo becomes a cost surprise.
